Small Improvement Schemes

Since 2011 minor highway improvement schemes in Somerset have been commissioned through Somerset County Council’s Small Improvement Schemes process. Cllr Mike Pullin is now the Member for Highways and Transport and continues to help take the Small Improvement Schemes (SIS) programme forward.

As part of the process, Somerset County Councillors are invited to consider the need for highway improvements in their areas in discussion with community representatives such as the Parish or Town Council. County Councillors then decide on the priority issues for their division which they then put forward for consideration as a Small Improvement Scheme when an application window opens.

Application windows are periodically opened (subject to budget and resource constraints) allowing the County Councillor to submit their priority request(s). Schemes can only be requested during an open window.

In August 2017 Somerset County Councillors were invited to attend one of a number of Small Improvement Scheme briefing sessions. These briefing sessions were a prerequisite for County Councillors to submit a maximum of two 2017/18 applications for consideration. The closing date for submissions was 31 October 2017.

Applications were also submitted by Somerset County Council Officers from Highways and Transport departments for consideration. These requests relate to; Road Safety accident cluster sites, strategic priorities and issues based on Officers knowledge of the county.

All proposals were assessed, score-carded and vetted by an Officer Review Panel which consisted of representatives from key highways departments before consideration by the Cabinet Member Cllr John Woodman, Operations Director Alyn Jones and the Minor Schemes Review Panel.

Once the outline design is completed for a scheme, and the consultation plan becomes available, it is then published on the Small Improvement Schemes webpage.
